Sulla stessa orbita della Terra, ma esattamente dalla parte rispetto al Sole, vi è il pianeta Reptilon, abitato da dinosauri evoluti rispetto a quelli che vivevano sul nostro pianeta nel periodo preistorico; alcuni di questi, chiamati Tiranni, sotto la guida del malvagio Genghis Rex, decidono di andare sulla Terra al fine di conquistarla. Ma un'altra fazione, i Dinosaucers, capitanati dal coraggioso Allo, tenta di impedirglielo: per riuscirvi, essi contattano quattro ragazzi terrestri - David, Paul, Ryan e Sara - chiedendo il loro aiuto e dotandoli di anelli speciali che conferiscono loro degli straordinari poteri e li fanno diventare i Secret Scouts, che saranno dei preziosi alleati nella lotta contro i Tiranni.

La denominazione "Tiranni" (Tyrannos, nella versione originale) deriva dal fatto che il loro capo è un Tirannosauro.
